UN Launches Negotiations on Global Tax Cooperation to Combat Tax Evasion and Inequality

The United Nations has initiated crucial negotiations on a Framework Convention on International Tax Cooperation, a significant step towards addressing the pressing issues of tax evasion, harmful tax competition, and escalating global inequality. This move has been met with enthusiastic support from global labor organizations, including the International Trade Union Confederation (ITUC) and Public Services International (PSI), who emphasize the urgent need for a more equitable and inclusive global tax system.  

The negotiations provide a crucial platform for all nations, particularly developing economies, to actively participate in shaping international tax rules that directly impact their fiscal sustainability. A primary concern driving these discussions is the escalating competition between nations and multinational corporations, which has resulted in a concerning decline in corporate tax rates. This has enabled many companies to exploit loopholes and shift profits to low-tax jurisdictions, depriving governments of essential revenue crucial for funding vital social services, infrastructure development, and overall economic progress.  

The ITUC and PSI have outlined several key reforms necessary to ensure meaningful progress in these negotiations. They advocate for a majority-based voting system to expedite decision-making and prevent potential delays caused by the requirement for unanimous consent. Furthermore, they strongly urge the swift implementation of reforms that tax multinational corporations based on the actual location of their business operations, rather than allowing them to artificially shift profits to low-tax havens. Additionally, the organizations emphasize the critical importance of implementing robust measures to prevent capital flight and ensure transparent global taxation practices.  

In a joint letter addressed to UN negotiators, Luc Triangle, ITUC General Secretary, and Danny Bertossa, PSI General Secretary, have urged all member states to approach these negotiations with “ambition and solidarity.” They emphasize that the primary objective should be to establish a global tax framework that prioritizes fairness and equity over the narrow interests of corporations. Without decisive action, the existing system will continue to exacerbate wealth inequality, leaving poorer nations struggling with inadequate fiscal resources and hindering their development.  

These UN negotiations, which commenced on February 3rd, will determine the future course of international tax cooperation.

As the global labor movement actively advocates for progressive tax policies, the outcome of these discussions will have profound implications for reshaping international tax cooperation and advancing economic justice worldwide. For many developing nations, these negotiations represent a crucial opportunity to secure financial autonomy and overcome the systemic disadvantages imposed by the current, inequitable tax rules. The coming months will be pivotal in determining whether the global community can collectively agree on a tax system that truly benefits all, not just the wealthiest few.
