Nigeria Targets Improved Business Climate with Commercial Courts, Subnational Reforms

The Presidential Enabling Business Environment Council (PEBEC) has unveiled a roadmap to enhance Nigeria’s business environment through the establishment of commercial courts, subnational councils, and a focus on digitalization.

PEBEC’s 2025 Outlook document highlights key initiatives aimed at streamlining business regulations, fostering transparency, and improving access to justice for businesses.

A core aspect of the plan involves the nationwide establishment of commercial courts. These specialized courts will expedite business-related legal disputes, offering a quicker and more efficient resolution process.

PEBEC also emphasizes the importance of subnational reforms. The creation of Ease of Doing Business Councils across all Nigerian states is intended to ensure a coordinated effort towards improving the business climate at every level of government.

To promote informed and transparent regulatory decisions, PEBEC is introducing a Regulatory Impact Assessment (RIA) Framework. This framework mandates a thorough evaluation of potential impacts on businesses and the economy before implementing new regulations.

Digitalization is another key focus area. PEBEC’s Innovation and Technology strategy aims to accelerate the adoption of digital solutions across government agencies. Upgrading platforms like the reportgov.ng portal is expected to enhance compliance, reduce unnecessary bureaucracy, and increase transparency in government operations.

These initiatives collectively aim to create a more transparent, accountable, and responsive business environment in Nigeria. Establishing commercial courts and fostering a culture of evidence-based regulatory reforms will boost investor confidence and position Nigeria as a more attractive business destination.
